World Bank seeks ideas to improve nutrition in South Asia

ISLAMABAD, Feb 14 (APP): The World Bank launched a competitive Development Marketplace for nutrition aimed at finding and funding innovative ideas that will change lives of thousands of pregnant women, infants, and young children in South Asia. According to the bank statement issued here said that idea titled “Family and Community Approaches to Improving Infant and Young Child Nutrition,” the Development Marketplace is looking for entrepreneurial organizations across South Asia to submit proposals for local, small-scale projects, which have the potential to be scaled up and replicated. The winners will be selected by an international jury of development and nutrition experts at the Development Marketplace event in August, 2009 in Dhaka, Bangladesh and will receive funding to implement their proposals. “Malnutrition affects the lives of millions of infants and young children in South Asia,” said Isabel Guerrero, World Bank Vice President for the South Asia region. “It saps a child’s growth potential, delays enrollment in school, limits school achievements, and lowers lifetime earnings. This competition offers a unique opportunity to channel small grants directly to community organizations and NGOs who present innovative ways to address this devastating problem.” Malnutrition is the single biggest contributor to child mortality in the world. In no place is this problem more serious than in South Asia, where child malnutrition rates are among the highest in the world. Both child underweight and stunting rates in the region are nearly double those in Africa. Pakistan also suffers from high rates of childhood malnutrition with 39% of children moderately or severely malnourished and has not made significant progress over the last two decades. The global increase in food prices is affecting Pakistan as well, it poses another serious threat to the nutrition of young children and women of child-bearing age, particularly among the poor”Recent evidence clearly shows that there are proven effective interventions to improve nutrition,” said Andrea Vermehren, World Bank team leader for the Development Marketplace. “However, effectively implementing these interventions - and implementing them at scale is a major challenge. We believe this effort will help find new ways of providing innovative solutions to malnutrition.” The South Asia Regional Development Marketplace is implemented in partnership with the Deutsche Gesellschaft fur Technische Zusammenarbeit (GTZ), Micronutrient Initiative, UNICEF, and the World Food Program. The competition is open to civil society groups, social entrepreneurs, youth organizations, private foundations, academia, and private sector corporations in Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka. The maximum award will be US$40,000 per proposal. Proposals will be accepted until March 31, 2009. PAF a highly professional force: Air Chief

KARACHI, Feb 14 (APP)- Air Chief Marshal Tanvir Mahmood Ahmed has said that Pakistan Air Force (PAF) is a highly professional force that is committed to provide an invincible defense shield to the aerial frontiers of Pakistan. He was addressing the Aero Apprentices Passing Out Parade at the PAF Base Korangi Creek here on Saturday, says an ISPR (PAF) press release. The event was attended by dignitaries including officers and other personnel from the armed forces of Pakistan and their families. The Air Chief emphasized that the future air battle scenario in the region will be much different than what we have witnessed in the past. He said that Pakistan is facing daunting challenges both on the Eastern and Western frontiers. Air Chief Marshal Tanvir Mahmood Ahmed also said that a reappraisal of both our strengths and weaknesses is the need of the time. That is why Pakistan Air Force has taken bold decisions to induct hi-tech weapon system. However, he added that such developments call for a complete transformation and necessitate incorporation of a corresponding concept of maintenance in the PAF. Pakistan Air Force ensures such balance through professional excellence and quality training that is periodically reviewed and revitalized to incorporate contemporary training concepts and methodologies, the Air Chief added. Passing out of Aero Tech Entry No 0608 and Aero Support Entry 0711 was held here at PAF Base, Korangi Creek. Air Chief Marshal Tanvir Mahmood Ahmed, was the chief guest of the ceremony. Air Commodore Naveed Khaliq, Base Commander PAF Base, Korangi Creek, presented the course report. A total of 971 Aero Apprentices including personnel from Pakistan Navy and friendly countries successfully completed their technical training. Six trophies were awarded to the passing out Apprentices; four in academics, one in General Service Training and one for the best all round performance. Chief of the Air Staff’s trophy for the best in Aero Tech (Avionics) was awarded to AC Danish Hameed, Chief of the Air Staff’s trophy for the best in Aero Tech (Aerospace) was awarded to AIT-II Zar Ahmed from Pakistan Navy, Asghar Khan’s trophy for the best in Aero Support (Aerospace) was awarded to AC Muhammad Idrees, Noor Khan’s trophy for the best in Aero Support (Avionics) was awarded to AC Muhammad Wasiq, Trophy for the best in General Service Training was awarded to AC Wing Sergeant Abdul Wahid Khan and Chief of the Air Staffs Trophy for the best all round performance was awarded to AC Danish Hameed. Felicitating the Aero Apprentices and their families for this singular honour, he wished them bright future and the success in their future assignments. He also commended the instructional staff for their sincere endeavors and commitment to the cause of training.

Eradicating poppy growth is key to fighting terrorism: President Zardari

BEIJING, Oct 18 (APP): President Asif Ali Zardari has said that eradicating cultivation of poppy from which opium is produced is the key to fighting terrorism. “It is one of the major problems because it finances terrorism,” the President said in an interview to China Daily. He said, “People who grow poppy should be persuaded to grow something else.” Poppy is mostly grown in various areas in Afghanistan. President Zardari said farmers in those regions should plant corn to take advantage of rising prices sparked by the burgeoning US ethanol industry. He said planting corn could give them the same returns they get from opium.

The President said his government will encourage investment in the troubled regions and try and win more preferential treatment for their products in the US market.

“We are looking for a dialogue when the new US administration comes into being. And we are going to work firmly for the signing of a FTA for these regions,” he said.

President Zardari stressed that terrorism in his homeland was their “own problem”, and not that of the US. “It is basically our own war. It has been wrongly described as America’s war,” he said.

His wife, former Prime Minister Benazir Bhutto, was killed in a bombing last year.

In 2006, terrorists killed 907 people and injured 1,543 others in Pakistan. Last year, 1,503 attacks and clashes resulted in 3,448 casualties, according to a security report by the Pakistan Institute for Peace Studies.

The Pentagon said earlier this month that the United States had the right to hit terrorist targets inside Pakistan. Cross-border US raids have strained ties with Pakistan.

Before returning home on Friday, the Pakistani president said more Chinese investment will be important to help his country get through its current economic hardship.

“I will try to attract more Chinese companies to come to Pakistan,” Zardari said.

He said more Chinese investment will not only benefit Pakistan, but also “convert this financial weakness the world is facing into an opportunity for both sides”.

During the visit, both the countries set long term policies including establishing peace in the region and evolving a joint strategy against terrorism.

The two countries have inked several agreements in different fields including agriculture, environment, sports and technology.

President Zardari said he was trying to convince everyone that terrorism is a regional as well as international problem and the international community should come forward as Pakistan cannot fight it alone.

He said, “we are looking towards the world for cooperation in curbing this menace.”

President Zardari said China has always been very cooperative, adding that during all difficult times “we have been supportive to each other.”

He said that the regional ownership was needed to tackle the issue of terrorism and extremism and Pakistan tends to take on board China as well.

The President pointed out that Pakistan has been following China’s progress and “we take pride in their success, because we are like a family.”

“Chinese and Pakistani people are like a family”, he said. “We see their progress with pride and are happy to see our friends strong. If China is strong, we are strong.”

He said Pakistan and China are two brotherly nations having strong, historic, deep rooted and time-tested ties.

For a country to become economically balanced there is a lesson that one can learn from China, he said.

Summer Course in English Phonetics 2009

Study Phonetics in London! Come and spend two weeks in London this summer, studying English Phonetics at University College London (UCL).

There are two strands to our Summer Course:

EFL If you're a teacher or student of EFL, you could brush up your knowledge of the theoretical side of phonetics and bring yourself up-to-date on new developments; or you may want the opportunity to do some ear-training and listening practice under the guidance of specialist tutors; or you may just want to improve your own English pronunciation. You can do it on the UCL Summer Course in English Phonetics. IPA If you have good prior knowledge of English phonetics — whether you're an EFL teacher/student or a native speaker of English — you maybe able to enrol in the IPA Certificate strand to prepare you for taking the International Phonetic Association's Examination for the Certificate of Proficiency in the Phonetics of English. The IPA examination will be held on Monday 25 August 2009 at UCL. There is an entrance test for admission to this strand (see below).

At UCL we are enthusiastic about the study of pronunciation and how to teach it. We are the world's leading university department for English Phonetics—our tradition was established by Daniel Jones, and continued by A.C.Gimson, and J.C.Wells, all scholars with a world-wide reputation. We are also a leading centre for teaching and learning innovations in phonetics, and host the biennial international Phonetics Teaching and Learning Conference. PTLC2009 will take place 6-8 August, immediately before SCEP.

The Course covers all the main aspects of English phonetics:

phonemic system (vowels and consonants) segmental analysis (allophonic processes) word stress weakening and coarticulation processes sentence stress (accent, tonal stress) intonation and meaning

These topics will be investigated both in lectures and in practical classes. We deal with both speaking and listening. You will get plenty of practice in pronunciation performance (sounds in isolation and, more importantly, in connected speech) and in auditory discrimination (ear-training). Practical groups will be kept small (not more than about ten people), and will be streamed according to students' level of ability. We expect to have separate groups at least for

EFL strand, university academics and postgraduates EFL strand, teachers of English as a foreign language EFL strand, undergraduate students of English IPA examination strand.

In the EFL strand (the main strand followed by most participants) we pay particular attention to the difficulties of English pronunciation for learners of EFL. We focus especially on the phonetic characteristics of connected speech, analysing the ways in which the pronunciation of words in discourse typically differs from their pronunciation in isolation. We look at stress and intonation particularly from the point of view of pragmatics and discourse function. The theory, ear-training and practice materials relate to English phonetics rather than to general phonetics. In the IPA strand, we prepare participants for the IPA Certificate of Proficiency in English Phonetics, which includes general phonetic ear-training and theory alongside English-related material. This strand presupposes a sound knowledge of phonetic theory (as set out in books such as Speech Sounds — see recommended reading page ), including the detailed description of articulatory movements in short stretches of connected speech. The course ends with a chance to take the exam. It is essentially a two-week intensive revision course with a strong emphasis on the practical skills required (ear-training, production practice and transcription); basic knowledge will be assumed, and teaching will focus on consolidating key points and issues.

سیالکوٹ :حکومت پنجاب نے گورنمنٹ علامہ اقبال میموریل ہسپتال سیالکوٹ کو چار سو بستروں کا اے کیٹگری کا ہسپتال بنانے کا نوٹیفکیشن جاری کردیا ہے ۔ یہ بات ایگزیکٹو ڈسٹرکٹ ہیلتھ آفیسر سیالکوٹ ڈاکٹر سید طلعت اقبال ''روزنامہ آج کل ''کے ساتھ بات چےت کے دوران بتائی ۔ انہوں نے بتایا کہ وزیر اعلی پنجاب میاں شہباز شریف نے سیالکوٹ کے عوامی نمائندوں کے پرزور مطالبہ پر گورنمنٹ علامہ اقبال میموریل ہسپتال کو اپ گریڈ کرنے کا فیصلہ کیا ہے اور حکومت پنجاب نے اب اس کا باقاعدہ نوٹیفکیشن جاری کیا ہے ۔ای ڈی او ہیلتھ ڈاکٹر سید طلعت اقبال نے بتایا کہ اے کیٹگری قراردیئے جانے کے بعد ہسپتال میں مزید عملے بشمول ڈاکٹر صاحبان اور پیرا میڈیکل سٹاف کی نئی آسامیاں پیدا کی جائیں گی اور ہسپتال میں جدید مشینری وطبی آلات مہیا کئے جائیں گے جس سے نہ صرف ضلع سیالکوٹ بلکہ اردگرد کے اضلاع کے عوام کو بھی جدید طبی سہولتیں میسر آئیں گی اور انہیں علاج معالجے کیلئے لاہور جانے کی کوئی ضرورت نہیں رہے گی ۔ واضح رہے کہ علامہ اقبال میموریل ہسپتال سیالکوٹ اس سے قبل 293بستروں کا کیٹگری بی کا ہسپتال تھا جسے اپ گریڈ کرکے اس میں مزید 107بستروں کا اضافہ کردیا گیا ہے جبکہ ہسپتال کو اے کیٹگری قراردیئے جانے سے علامہ اقبال میموریل ہسپتال اب ٹیچنگ ہسپتال کا درجہ حاصل کرلے گا جس سے سیالکوٹ میڈیکل کالج کے قیام میں بھی قیام میں بھرپور مدد ملے گی ۔(بےورورپورٹ)

Bushfire dilemma: Flee or fight?

The human cost of the current Australian bushfires is unprecedented. But with ample warning of the encroaching fires given to residents, why have so many perished?

Days before this weekend's infernos, the authorities urged people in the bushfire zones to evacuate early or stand their ground, but many victims appear to have been ill-prepared or fled at the wrong time.

It was the speed at which the fire fronts travelled that appears to have caught many out.

A prolonged drought combined with record-high temperatures turned the south-eastern state of Victoria into a powder keg.

Human error - or deliberate acts of arson - added to this volatile mix, sparking more than 100 fires on Saturday alone.

Australian bushfires can move with terrifying pace, partly because native Eucalypt forests throw out lots of embers, sparking new fires.

Bushfire experts say that people who thought they had plenty of time to get away suddenly found themselves trapped in the middle of a "fire storm".

Kevin Tolhurst is an Australian fire behaviour specialist who has tracked hundreds of bushfires.

He says many of the victims appear to have left their homes too late.

"They've waited to see the fire. If you see smoke or you're underneath the smoke plume then you ought to be concerned and if your plan is to evacuate, that's the time to do it."

The University of Melbourne expert says a fire's progress is not constant but can "pulse" - a movement which catches people out.

For example in a forest a fire moves at 5km/h on average and in grassland areas it can be about 10km/h. But at times the fire can cover 400m to 600m in a matter of seconds.

"A pulse can go as quick as the speed of the wind. People think they're a safe distance away but suddenly they find themselves surrounded by fire. The time to respond is very short," says Mr Tolhurst.

Facing a fire front

Those who choose not to evacuate their home must be prepared to defend their properties and be brave enough to stand their ground.

Before the fire front passes, this means clearing an area around the house of vegetation likely to burn, hosing down the property and stamping out embers - anything to prevent the house from igniting.

As the fire closes in, residents are advised to stay away from the windows where the heat radiation is most intense, and breathe through a cloth to protect their lungs.

"It takes several minutes at least before a house catches alight fully and provides refuge for some time," says Mr Tolhurst.

"Even if you're not successful in saving the house at least you have been saved in the time that the main fire has passed, then you can escape outside."

Those who have survived a fire front say the heat and the noise are overwhelming, leaving them with a sense of helplessness when confronted with such an enormous force.

The air is incredibly hot and full of gases combusting, making it difficult to breathe. The heat radiation is inescapable as the wall of flames moves continually forward.

Many of those who perished in the fires were trapped in their cars, according to Australian media reports.

The air inside the car heats up quickly because it is such a small space, says Mr Tolhurst. The only way to survive is to get down low and cover yourself with a blanket or cloth.

You can get out of the car within in a couple of minutes of the fire passing but experts say that Saturday's fires were so intense that many were unable to withstand the heat.

Educated and prepared

Bushfires are an inevitable and intrinsic element in the life cycle of Australia's forests. Their menace is one faced every year.

Climate change, weather and drought are altering the nature, ferocity and duration of bushfires.

So what lessons will be learned from recent tragic events?

Gary Morgan, the head of Australia's Bushfire Cooperative Research Centre, says that one of the main issues highlighted by the fires is that of increased development of rural areas.

He says: "Many communities need to re-think the notion of who lives in a bushfire zone and who needs to be educated and prepared."

Beijing party that went horribly wrong

Spectacular explosions over Beijing heralded the end of the lunar new year.

But as the fireworks rose and fell, a new landmark building caught fire.

Part of the unfinished headquarters for state broadcaster China Central Television (CCTV) was also quickly overwhelmed by flames.

Days later the damage can be seen from across the city, and fresh details have emerged as to what happened.

Officials from CCTV were using the new building - all sharp angles and gravity-defying engineering - as the backdrop for an illegal pyrotechnics display.

They had bought the biggest fireworks they could get their hands on. At some point, one or more fireworks hit the hotel tower, which also houses a cultural centre. It was still under construction, so the sprinkler system was not switched on.

Now it stands blackened and ruined. The windows in its five-star hotel are cracked and gaping. The entire 33-storey block may have to come down.

No permission

Beijing's fire chief said the state broadcaster did not have permission for such an elaborate display.

"They set off the fireworks at the south-west end of the building. That is pretty close to the building, maybe a dozen metres [40 feet] away. At that time, everyone was setting off fireworks - the same ones used for the Olympics, ones that are set off by computers.

"These are considered category 'A' fireworks. In Beijing you must get permission from the local government to set off such fireworks," he said.

CCTV had not obtained that permission. Worse still, as a foreign ministry spokeswoman Jiang Yu pointed out, staff had been warned not to set off the powerful pyrotechnics.

"According to the initial investigation, the fire was caused when officials didn't listen to police warnings, they persistently and illegally set off fireworks. The precise cause of the accident is still being investigated," she told a briefing earlier this week.

Tourist hotspot

The CCTV site has always drawn stares. But now it is more of a tourist attraction than ever before.

"Even though the government spent money, this was a good building for ordinary people," said Wang Yu Yin, who came to take photographs to send to friends outside of Beijing.

"It's like the Bird's Nest [Olympic stadium]. It has become a tourist hotspot and Beijingers are proud of it. It is the same with this CCTV structure. I feel so sorry that this happened."

As the building burned, people rushed to see it, and began posting pictures on websites - but some of those images were initially removed.

Later, as details emerged that it was its own staff who had accidently burned down the building, CCTV issued a rare apology.

"The fire caused serious damage to the state property, and CCTV is deeply remorseful. It also brought inconvenience to the people living nearby and caused traffic jams, and CCTV expresses sincere apologies," a presenter said.

But many find that response unsatisfactory. CCTV may be powerful, and well funded, but the government's propaganda mouthpiece is not held in high regard.

The main CCTV building is know as the "giant underpants". Soon insults began appearing on websites: "Liar, liar, pants on fire."

CCTV's apology made no mention of the fireman who died, or the six others injured fighting the flames. Since then it has said very little.

But other parts of the state media have not been so quiet, and have warned of likely prosecutions.

On Thursday 12 people - including a CCTV official - were detained in connection with the fire.

Australia to rethink fire policy

The Australian government has said it would remove bureaucratic hurdles that have prevented the creation of a nationwide fire alert system.

It is thought that such a system could have saved lives at the weekend, when bushfires tore through the state of Victoria, killing at least 181 people.

A massive police inquiry is continuing into Australia's worst-ever bushfires.

Earlier, police reportedly quizzed two men in connection with allegations of looting in a badly fire-hit area.

Fundraising

Privacy laws and arguments over funding have been obstacles in the way of a nationwide telephone fire alert system - but the federal government has indicated that it will move quickly to create one.

Such a system may have saved lives by sending text messages to mobile phones urging residents to flee.

Police now believe that arsonists were responsible for at least two of the deadly fires.

Victorian Police Commissioner Christine Nixon said a fire in Churchill - about 90 miles (140km) south-east of Melbourne - which killed at least 21 people, was deliberately started.

She added that it was possible a devastating blaze that killed at least 15 people in the town of Marysville was the work of arsonists.

Police would charge anyone suspected of starting one of the fatal bushfires with murder by arson, which carries a maximum 25-year jail penalty, she said.

Later on Thursday, a telethon is being broadcast on national television to help raise money for those affected by the fires.

Some of Australia's biggest stars throwing their weight behind the event include actors Russell Crowe and Nicole Kidman, Olympian Cathy Freeman and cricketer Shane Warne.

Prime Minister Kevin Rudd has announced a day of national mourning, and said there would be a memorial service to remember the victims of the bushfires.

Mr Rudd has described the bushfires as "mass murder", and pledged to rebuild damaged communities, with no limit on federal spending.

The fires injured some 500 people, left nearly 5,000 people homeless and razed 450,000 hectares (1.1 million acres) of land.

Difficult identification

Despite rain overnight and cooler weather on Thursday, firefighters were continuing to battle several blazes.

With bodies still being retrieved from some charred towns, police have barred some residents from returning to their homes, saying the scenes would be too gruesome to bear.

U.S. Navy arrests pirate suspects in Gulf of Aden

U.S. Navy has captured seven suspected pirates in the Gulf of Aden, the first arrests by a U.S.-led task force set up to curb rampant piracy off the Horn of Africa, a Navy spokesman said Wednesday.

Seven men suspected of trying to pirate a tanker raise their hands before their arrest in the Gulf of Aden.

Sailors from the cruiser USS Vella Gulf arrested the men Wednesday in the western Gulf of Aden -- a waterway between Africa and the Middle East -- after a distress call from the 420-foot (128-meter) tanker Polaris.

The tanker reported that men aboard a small skiff were attempting to board the ship using ladders, but its crew removed them before the would-be hijackers could get aboard, the Navy said.

The Vella Gulf found and boarded the skiff, and the tanker's crew identified the men aboard the skiff as their would-be hijackers.

The skiff's men were taken aboard the Vella Gulf, the flagship of the task force now patrolling the western Gulf of Aden, and eventually will be transferred to Kenya for trial, said Lt. Nate Christensen, a spokesman for the U.S. 5th Fleet.

Piracy has become a chronic problem off the Horn of Africa in recent years, with some pirates operating from largely lawless Somalia. Pirates attacked nearly 100 vessels and hijacked as many as 40 in the waters off the coast of Somalia in 2008, according to the International Maritime Bureau.

The task force led by the Vella Gulf was set up in January in an effort to clamp down on the attacks in the region, the southern approach to the Red Sea and the Suez Canal.

Kadima, Likud claim mandate to govern

JERUSALEM -- The leaders of Israel's two largest parties jockeyed to form ruling coalitions Wednesday, each claiming a mandate to govern as unofficial election results indicated a virtual tie between them.

Kadima's Tzipi Livni won more support than was predicted in the Israeli elections.

With all precincts reporting and more than 99 percent of the vote counted, Foreign Minister Tzipi Livni's Kadima party was on track to win 28 seats in the 120-member Knesset, the same as it currently holds. Benjamin Netanyahu's Likud party was forecast to win 27 -- a dramatic jump from its current 12, according to Israeli media.

Yisrael Beytenu was on track to win 15 seats, up from 11 currently. Labor appeared to have slid from 18 seats to 13. A fourth-place finish would be an unprecedentedly weak showing for Labor, now led by Defense Minister Ehud Barak, who also is a former prime minister.

The results still need to be certified by the Israeli central election committee.

Livni's failure to assemble a ruling coalition for Kadima last year triggered Tuesday's elections. But she told supporters after the vote that the narrow edge Kadima appears to have held over the conservative Likud shows her party is "the common denominator of Israeli society."

Livni called on Netanyahu "to respect the choice of Israel's citizens ... and to join a unity government, led by us, that will be based on the large parties in Israel, left and right."

But Netanyahu said the strong support for Likud shows voters have rejected Kadima's leadership, and he said conservative parties could form a majority when the results are in.

"With God's help, I shall head the coming government," he said. "I am sure that I can manage to put together a good, broad-based and stable government that will be able to deal with the security crisis and the economic crisis."

"It's a typical Israeli election in that you might have two winners," Israeli political analyst Chemi Shalev told CNN. "The clear-cut winner, in the sense that she did much better than any expectations, is Tzipi Livni and Kadima. But we have to judge elections by the bottom line, and if it turns out that in the end Benjamin Netanyahu will be the the prime minister, he will be judged to have been the winner." The campaign was dominated by the recent war with Palestinian militants in Gaza, which was popular within Israel despite widespread international condemnation. Netanyahu was a harsh critic of Kadima founder Ariel Sharon's 2005 withdrawal of Israeli troops and settlers from Gaza, and his supporters say he has been proven right.

Livni took control of Kadima in September, when Prime Minister Ehud Olmert stepped down as the party leader amid several corruption investigations. Livni's campaign touted her role in the Gaza campaign and tough statements about not allowing Hamas to decide Israel's fate.

Netanyahu served as prime minister from 1996 to 1999. He has supported the expansion of Israeli settlements on the West Bank and has opposed further territorial concessions to end the decades-old Israeli-Palestinian conflict.

Shalev suggested a Kadima-Likud-Labor coalition is possible, but it was not clear who would lead it.

Yisrael Beytenu is led by Avigdor Lieberman, a polarizing figure whose party has been accused of racism against Palestinians and Arab citizens of Israel. But he said early Wednesday that his party "is not only the key to the next coalition, it will also set the agenda for the next government."

Likud member Reuven Rivlin, a former Knesset speaker, said voters decided "to change the ideas of the former government." Will a new leader make any difference? »

"We have to continue the negotiations with the Palestinians, but under mutuality and under the idea that it is a give and take -- that after the agreement, we will find ourselves at peace," Rivlin said.

Israelis have become increasingly skeptical of unilateral withdrawal from Palestinian-controlled territories. Double car bombing targets Shiite pilgrims; 16 killed

BAGHDAD, Iraq -- A double car bombing killed 16 people and wounded 43 others Wednesday at a Baghdad bus station where Shiite pilgrims had gathered ahead of an upcoming holy day, according to an official with Iraq's Interior Ministry.

Security is high as Iraqi Shiite pilgrims arrive at the entrance to Karbala on Wednesday.

It was one of several attacks in Baghdad targeting the pilgrims, who were heading to Karbala for al-Arbaeen, one of the holiest days in the Shiite religious calendar. It falls on Monday.

Two other pilgrims were killed and 16 were wounded on Wednesday in roadside bombings in the Iraqi capital, the official said.

At least 26 Iraqi civilians, police, soldiers and a senior Sunni politician died in attacks across the country on Wednesday, making it the deadliest day since January 4, when a Kadhimiya female suicide bomber killed 40 people.

The United Nations' top envoy to Iraq, Staffan de Mistura, "strongly condemned" Wednesday's attacks on Shiite pilgrims, which he described as "clearly designed to provoke sectarian tensions."

In recent years, insurgents have targeted Shiite pilgrims, who usually walk to Karbala from across Iraq as a demonstration of piety and as part of tradition.

Karbala is located about 60 miles (100 kilometers) southwest of Baghdad.

A roadside bomb targeting the pilgrims killed two on Sunday, according to Iraq's Interior Ministry.

Al-Arbaeen marks the end of a 40-day mourning period for Imam Hussein, the grandson of the Prophet Mohammed and one of the most revered Shiite figures, who died in battle in the seventh century. He is buried in Karbala.

Last year, a flurry of attacks on pilgrims killed at least 48 people. In 2007, more than 180 pilgrims were killed in a series of attacks, most by suicide bombings in Babil province, through which the pilgrims pass.

More than 30,000 Iraqi Security Forces have been deployed in and around Karbala this year to protect the anticipated millions of pilgrims heading there for Monday's commemoration, according to Karbala military commander Gen. Othman al-Ghanemi.

Security rings have been set up around the city's shrines, and anyone coming into Karbala will have to go through a number of checkpoints, he said. In addition, cameras and aerial surveillance will monitor the crowds in the holy city, he said.

It is unclear what group is behind the recent attacks on the Shiite pilgrims, but it is a sign that the sectarian conflict in Iraq is not over. There are many groups that benefit from instability in Iraq, and there are also many spoilers who may not have participated in the recent election process. Tens of thousands of civilians on the move would provide a target of opportunity for any group trying to create chaos in Iraq.

Also, the Sunni militant group al Qaeda still has a considerable presence in the country. Outgoing U.S. Ambassador Ryan Crocker recently told reporters in his last press briefing that neither Iraqi nor coalition forces "can take our eye off" maintaining security in Iraq, despite recent gains against insurgents in Iraq.

"As we tragically have seen, there are still elements out there, particularly al Qaeda, capable of delivering devastating attacks," Crocker said last month. "They had been much diminished, much weakened, but as long as they can cling to some hand to hold here, they are going to keep trying to literally try to fight their way back."

Homeless woman's plea to Obama draws flood of support-- She's being hailed as the "face of the economic crisis," and now Henrietta Hughes has become something of a media star after reaching out to President Obama in an emotional plea for help.

Her message: My son and I are homeless, and we need immediate help.

"I have an urgent need, unemployment and homelessness, a very small vehicle for my family and I to live in," Hughes told Obama Tuesday at a town hall rally in Fort Myers, Florida, as he pushed for passage of his stimulus plan in the Senate. "The housing authority has two years waiting lists, and we need something more than the vehicle and the parks to go to. We need our own kitchen and our own bathroom. Please help."

Hughes said she had been homeless after her son lost his job and, subsequently, their home. Although her son has been looking for work, Hughes says, so far, no luck.

The Fort Myers-Cape Coral area -- in heavily Republican Lee County, which went for GOP presidential nominee John McCain in the 2008 election -- has seen record housing foreclosure rates.

According to the White House, the area had the highest foreclosure rate in the nation last year, with 12 percent of housing units receiving a foreclosure-related notice.

Median housing prices in the Fort Myers metropolitan area have plummeted from $322,000 in December 2005 to less than $107,000 in December 2008, the Obama administration notes.

And nearly 12,000 jobs have been lost in Fort Myers in the past year.

Some questioned the circumstances of Hughes' appearance at the event.

Blogger Michelle Malkin, in a story on the conservative Web site TownHall.com on Wednesday, said that if Hughes "had more time, she probably would have remembered to ask Obama to fill up her gas tank, too."

"The soul-fixer dutifully asked her name, gave her a hug and ordered his staff to meet with her. Supporters cried, 'Amen!' and 'Yes!' " she added.

One reader questioned Hughes' motives and asked how the homeless woman got to the rally at all.

"How does a 61-year-old homeless woman who's living in a pickup truck with her son JUST HAPPEN to get a ticket so she can VERY PUBLICALLY ask Prez. Obama for a HOUSE? Anyone? Who pushes her up on stage? She's right at the front of the crowd. Did she just happen to get a seat there?" asked reader Erik E.

In Fort Myers, a city of about 60,000, people began lining up for tickets to the Obama event over the weekend. Many camped out overnight, with tents and sleeping bags springing up near the front door, and all tickets were given away in less than an hour.

White House spokesman Joshua Earnest said Wednesday that after she spoke, the administration connected Hughes -- who did not vote in the 2008 election because she didn't have a home -- with local housing officials, who happened to be in the crowd.

On Wednesday, the head of the local housing authority, Marcus Goodson, said he met with Hughes. He said he's working on finding her a housing unit with a shorter waiting time and that he's emailed a White House staff member with the update.

But it wasn't just officials reaching out.

Chene Thompson -- the wife of state Rep. Nicholas Thompson, R-Fort Myers -- offered Hughes and her son a house in nearby La Belle rent-free, according to a spokeswoman, and she is interested in taking it.

"Basically, I offered Ms. Hughes and her son the opportunity to stay in my home rent-free for as long as they need to," Thompson told WBBH-TV in Fort Myers. "I'm not a millionaire, I'm not rich, but this is what I can do for someone if they need it."

Hughes will check out the house in the coming days, according to Thompson's office. In the meantime, she has set up shop in the district office where she gave media interviews.

And help for the woman whose story touched the president keeps pouring in.

A Web site, HenriettaHughes.com, was set up featuring video clips of the homeless woman at the rally and information about her plight. The site hails her as "the face of the economic crisis."

The owner of the site said Hughes has "brought to [light] the homeless [an] unemployment problem we have in the United States."

"As a local southwest Florida resident, I have seen countless stories like Henrietta's. I wanted to take this opportunity to promote awareness of our plight on a national level. If you as equally concerned as I am, please bookmark this site and sign up for updates," the owner wrote on the site.

And Fort Myers Mayor Jim Humphrey, a Republican, said Wednesday that his "community has responded" to Hughes' story.

"I even received a phone call from a lady in Ocala wanting to offer her $50 a month, so what we're seeing is, this should be a nonpartisan issue," he said

Powerful quakes rattle Indonesia

JAKARTA, Indonesia -- A powerful series of earthquakes shook northeastern Indonesia Thursday, injuring at least 11 people and damaging a number of homes and other buildings, officials said.

Setting off the chain of temblors was a magnitude 7.2 quake at 1:35 a.m. (12:35 p.m. ET Wednesday), the U.S. Geological Survey reported. The major quake was followed by no less than 18 aftershocks of magnitude 5.0 or higher over the next 13 hours. The number is nearly 30 when smaller aftershocks are counted.

The quakes were all clustered off the northeastern tip of Sulawesi Island, about 1,550 miles (2,495 km) east-northeast of Jakarta, where three major tectonic plates come together, according to Indonesia's Meteorological and Geophysics Agency. The plates -- massive, sometimes continent-sized, slabs of rock floating on the Earth's surface -- collide with each other, causing earthquakes.

Indonesia is located on the "Ring of Fire," an arc of volcanoes and fault lines encircling the Pacific Basin that is prone to frequent earthquakes and volcanic eruptions.

The full extent of damage was not immediately known as people fled from coastal areas to the surrounding hills for safety in the event of a tidal surge, said Priyadi Kardono, an official with the National Disaster Coordinating Agency.

The Indonesian Meteorological and Geophysics Agency said no tsunamis were generated.

Clinton could name N. Korea envoy before Asia trip

WASHINGTON -- Secretary of State Hillary Clinton could appoint a special envoy for North Korea before leaving for Asia next week, senior administration officials told CNN.

Secretary of State Hillary Clinton has warned Pyongyang about threatening the stability in the region.

The officials said Stephen Bosworth, the dean of the Fletcher School of Law and Diplomacy at Tufts University in Medford, Massachusetts, and a former State Department official, has been offered the job.

Bosworth would replace Assistant Secretary Christopher Hill, who is expected to replace Ryan Crocker as U.S. ambassador to Iraq.

The officials spoke on the condition of anonymity because the appointment has not been made public. They stressed that the timing and the details of the job were still being worked out.

The naming of an envoy would signal the Obama administration's commitment to addressing North Korea's nuclear program.

On Tuesday, Clinton said the United States intended to continue the so-called Six Party Talks -- along with China, South Korea, Japan, Russia and North Korea -- aimed at ending North Korea's nuclear program.

Tension between Pyongyang and South Korea has increased in recent weeks, with North Korea announcing it would scrap peace agreements with the South, warning of a war on the Korean peninsula and threatening to test a missile capable of hitting the western United States.

Clinton warned Pyongyang about provocative action against its neighbors.

"We are hopeful that some of the behavior that we have seen coming from North Korea in the last few weeks is ... not a precursor of any action that would up the ante, or threaten the stability and peace and security of the neighbors in the region," Clinton told reporters.

Officials said Clinton hoped to name the North Korea envoy before she leaves Sunday on a tour of China, Japan, South Korea and Indonesia.

She could make the announcement at a speech Friday to the Asia Society, where she will outline the Obama administration's approach toward Asia and its increasing global importance, officials said.

سیالکوٹ:سیالکوٹ میںجماعت ہشتم کے جاری امتحانات کے دوران سائینس اور انگریز ی کے پرچے قبل ازوقت ہی آؤٹ ہوکر مارکیٹ میں فروخت ہونے لگی جس پر شہریوں نے شدید احتجاج کرتے ہوئے اعلی حکام سے سخت کاروائی کی اپیل کی ہے ۔ شہر اقبال میں فوٹو سٹیٹ دوکانوں پر دو روپے میں فروخت ہونے والا سائینس کا پرچہ 12فروری جبکہ انگریز کا پرچہ 13فروری کو ہونا ہے لیکن یہ امتحانات سے قبل ہی مارکیٹ میںدو روپے میں پرچے فروخت ہورہے ہیں ۔ فوٹو سٹیٹ مالکان کا کہنا ہے کہ محکمہ تعلیم کے مقامی اہلکار فوٹو کاپی کروانے آئے تھے جوکہ ایک کاپی انہیں فروخت کرگئے اس مین ان کا کوئی قصور نہیں ہے بلکہ قصور محکمہ تعلیم کے اہلکاروں کا ہے ۔شہریوں اور امیدواروں نے غیر ذمہ داری پر سخت احتجاج کرتے ہوئے متعلقہ اہلکاروں کے خلاف کاروائی عمل میںلانے اور امتحانات کیلئے نئے شیڈول کا اعلان کرنے کی اپیل کی ہے ۔ (بےورورپورٹ)

سےالکوٹ: ڈکیتی اور چوری کی دو وارداتوں میں دوموٹر سائیکلیں لے کر ملزم فرار ہو گئے۔ تفصیلات کے مطابق تھانہ رنگپورہ کے علاقہ میں قبرستان شاہ جمال مین دو نامعلوم مسلح ڈاکوؤں نے اسلحہ کے زور پر عثمان سے اسکی ساٹھ ہزار روپے مالیت نئی بلانمبری موٹر سائیکل لوٹ کر فرار ہو گئے۔ تھانہ مراد پور کے قصبہ گوہد پور میں فیصل کی موٹر سائیکل نمبری STL-9796نامعلوم چوری کر کے لے گئے۔ پولیس مصروف کارروائی ہے۔ (بےورورپورٹ)
